Bogotá this morning. This time, my hotel is in the old colonial center, a neighborhood called La Candelaria.
My schedule of meetings begins in about half an hour: a couple of NGOs, the US Embassy, and a Colombian government agency. I’m here until Sunday, when we fly north to Cartagena on the Caribbean coast.
